Luo Zhongli, born in 1948 in Bishan, Chongqing. He was studied at the Sichuan Academy of Fine Arts from 1977 to 1981. After graduation, he was a teacher in his school. In 1984 he was promoted to associate professor, and went to the Belgian Royal Academy of Fine Arts for further study in the same year, and he was promoted to be a professor in 1993.

Artistic accomplishment:

He won the gold award of the 2nd China Youth Arts Exhibition ,and the excellent works prize of Sichuan. Works were collected in China Art Museum, Belgium's National History Museum, and Taiwan Mountain Art Gallery.

The two painting books are "Luo Zhongli Oil Painting Collection" and "Luo Zhongli Selected Oil Paintings. In order to reward the outstanding young art student who is in persistent pursuit for art, and for the development of Chinese art creation, Luo Zhongli set up a painting scholarship in 1992  to encourage the national art academy graduate and undergraduate outstanding graduates.
